On the final exam, are non-programmable calculators allowed ?

No, calculator is the last thing you would be allowed. And what for? To express $\sqrt{5}$ or $\cos(\pi/9)$ as decimal fractions? At the moment you'll do it, your solution becomes impossible to check and by default is assumed to be wrong.
